Add Truncate Notebooks

Determines if truncate notebooks are generated for Fabric tables.

This setting is not applied by the current generation logic and has no effect on the generated output in the current release; truncate notebook generation for Fabric is not active. Drop notebooks are controlled by Add Drop Notebooks.
