Apply Delete Detection PSA

Use the default process to insert detected deletes into the Persistent Staging Area table.

When enabled alongside DeleteDetectionEnabled, delete records are flagged in the Persistent Staging Area. This is useful when the PSA serves as the system of record or when downstream processes consume from PSA rather than Data Vault.

This can be overridden by the DeleteDetectionApplyPsa Extension Point.
