Add a command to create the SSIS Catalog Folder in the deployment script files.

NOTE: This will use the sqlcmd with integrated security unless a SqlCmdOverride value is provided.

Notes:

• This setting is part of the SSIS settings category.
• The default value for this setting is Y.
